Santa Marta is the quietest city. The quietest and most economical of the three. There is a lot of nature, you can go to Minca, which is a mountain, to the Tayrona park, which is the sea, to many beautiful beaches. It does not have many party places or many fancy restaurants.
There is a lack of order and progress because of the politicians, but it is a very welcoming city.
Cartagena is the most touristic city in Colombia. It has a lot of history in the walled city, many high-level places both restaurants, nightclubs, hotels. But the beaches are better in Santa Marta. It receives a lot of tourists throughout the year (for better or for worse).
There is a lot of prostitution right now and drugs unfortunately maybe by foreigners.
Barranquilla is a modern city in my opinion. There is a lot of fashion and people of high social class. It is the best city to live-work of the three. Lots of industry.
The best thing they have is the carnival (a unique experience for any foreigner as well as for Colombians themselves). The beaches are not pretty
